This is going to be supported, but not quite as the format you describe here.

<dep type="pkg" rel="has" channel="mychannel">MyPackage</dep>
</deps>
mychannel either must be defined at pear.php.net (which will be easy - PEAR will not politically limit channels, only technically. In other words, any pearweb-compatible server will be a registered channel as long as it isn't distributing warez or some other illegal activity :).
$ pear update-channels
This command will download any new/changed channels since the last update
Or, mychannel can be added for testing or intranet purposes by defining a simple channel.xml like so
<channel version="1.0">
<name>mychannel</name>
<summary>my private channel</summary>
<server>myserver</server>
</channel>
$ pear add-channel mychannel.xml
voila.
