I don't see how it will hurt. The standard is from IBM AND Microsoft. I believe IBM has already opened up their implementation of it. I think that supporting SOAP in PHP will help make PHP available to the people who would like to use it. It will be an easier sell to suggest adding PHP into a system that uses SOAP if PHP works with it, then if PHP doesn't. Let the developers kill SOAP if it is bad.
