I'm not going to get into the argument about whether or not SOAP support
should be added into PHP, but I do question your assertion that, because SOAP
is an IETF standard, MS can't co-opt it.
Kerberos 5 is a well-established IETF standard; yet Microsoft added Kerberos
support to Win2k, and the result, widely discussed in the media, is a Kerberos
system that is barely compliant with the RFC... and which requires a Microsoft
KDC for best results.
For another example, take a look at the history of MS-CHAP.
Microsoft is very good at suckering people in with claims of
standards compliance, only to have it revealed later that /their/ standards
compliance is incompatible with /other vendors'/ standards compliance.
