No, so they can be forced to play the open standards game like
everyone else. The Internet and the web did not arise because of
a monopoly in Washington state, they were born largely on UNIX machines
and grew out of an engineering culture which stressed cross-platform
interoperability. If you were waiting for M$ to invent these tools,
you'd still be waiting.
