We went through this when the Horde.org crew tried to Hordize PEAR, and then when it was suggested that Binarycloud should be added. I see PEAR as a library of classes/functions(?) to allow you to build applications more easily. If you want ready-written apps, go to Hotscripts.com and search through their listings. What makes a good application is subjective, and that is why we either allow all forums into PEAR or none.
