We've created systems similiar to this with our library, PHP SiteManager.
SiteManager itself is more of a "framework" for designing such things, that
includes an API for creating reusable Modules of code and placing them intro
arbitrarily defined "areas" in templates (which can be recursive).
Anyway, it might be of interest to some of the readers of the list - it's
open source and freely available at http://www.roadsend.com/siteManager
