RFC::RFC_PackageVariableNamingConvention.
Comment:
I believe that the reason globals show a preference for underscores is
because they must include the package name, which have underscores in
them.
Also see Stoyan's post to the list regarding the fact that the majority of
the popular packages prefer humpBack. Just because the oldest package in
the repository uses foo_bar doesn't mean we should use that as the
standard.
