What about defining some extra "state" values for PHP 5 releases?
"stable5" instead of "stable" etc. Then if PHP 5's default include path
changes to $prefix/share/php5 or something like that, PEAR installations
for PHP 4 and PHP 5 should live happily side by side.
This way, a package may release PHP 4 and PHP 5 code separately, for
example as 1.x and 2.x.
I really don't want two repositories. CVS has branches, and PEAR's
release management system supports parallell development too.
