I do not want to promise too much, so please don't take it at face
value yet. Anyway: The PEAR Group is currently evaluating reST [1] as an
alternative to Docbook. This will help developers to more easily write
documentation.
The remaining thing that needs to be figured out, is a smart way to
integrate the reST markup into peardoc's XML structure.
