I think the latter solution would make most sense, since we can provide a PHAR for go-pear then and while bundleling a release just the actual stable PHAR can be grabbed. But for now, I think there are more important things to do, like testing the current PEAR 1.3 version fro CVS and get it ready for 5.1RC1. We are really keeping that version from being released by now and that's not a good thing afterall.
