I've been wanting to remove this mess for a while, which is why I am so
excited about PHP_Archive-based .phars.

Let's not forget that by then it may be easy to drop the PEAR installer
as a package altogether. Far better is to have a PEAR.phar that is a
running PEAR installer that works out of the box. This would require
syncing pear/pear.bat and PEAR.phar. Of course, this is very much
vaporware, so time will tell whether it actually works.
