I'm only going to chime in with one glaring point that I'm not sure anyone has made in this argument (I haven't been following closely) and that is that you can't return a PEAR_Error from a constructor. Though, I do believe you can force PEAR_Error to throw an exception.
That's another point, now that I think about it, you can make PEAR_Error throw Exceptions last time I checked.
