Can we settle that with a "packages SHOULD use exceptions, if so it MUST

Would that be reasonnable ?
I'm wondering if we should start a PEPr voting where people can state
which option they prefer. So far I see the following choices:
* Force exception usage in PHP 5 code
* Continue PEAR_Error(Stack) exclusively
* Encourage exceptions but allow PEAR_Error in individual cases
* Leave it up to the maintainer
I think holding a vote on this is the best thing we can do.
I do not think we should start one. For once, pepr is not adapted to
this pole, it is not a +1/-1/0 but a multiple choices. I also think it
is premature to start one. I see no hurry to define strong rules now,
let us the time to digest this thread and eventually come up with
specific cases if required.
