PostgreSQL (and its client libraries) is under the BSD license, which means that you can do almost anything with it and do not have to provide the source code. Several closed-source commercial distributions of PostgreSQL exist.
Could this be the opportunity to switch to something more sophisticated, like an Object Oriented Database or a system designed since its beginning for DB replication and/or disconnected operations? (For example: how about the OODBMS "ZODB" used by Zope? How about Thor?)
Er, ZODB is tightly integrated with Zope. PHP was never designed that way from the beginning...
