Maybe I'm a little naive but why does nobody start to set up a server, install pearweb (or a slightly modified version of it) and open it to the public? If there is a need... there you go. You have a home for great packages which do not fit into PEAR. If done right, it will become a de facto standard (no matter what core PEAR does) and if the lately proposed features for the installer (adding servers etc.) are actually realized, it will be as handy for the user as PEAR is now. Don't get me wrong. I understand the current PEAR policies and I understand the current complains as well. It's an honest question/proposal.
This is exactly what Josh and I are planning. Not to force PEAR people to do anything. We won't even force a link at pear.php.net. :) Greg
