Personally, I don't know how you manage contributions but having reviewed some of the classes on phpclasses, I can say there's a lot of shitty code over there. Exactly what's hurting PHP, buggy code, not reusable, written without coding standards and with HTML embedded. The problem is that there are probably good classes, but it's too hard to find them among the masses. Just looking at the number of mysql wrappers is really fun.
