Framework relates to the installation infrastructure, not to the packages. If that is unclear, we should possibly rephrase the sentence.
I think Heine's point is that it would benefit PEAR to have explicit support for multiple pear-style servers, to allow installation from other repositories without having to worry about naming conflicts (i.e. the package "Log" from pear.php.net may conflict with the package "Log" from foo.gronk.org, but not if Log is in PEAR/Log and FOO/Log) Since the installer core already supports specifying a different server, the only thing needed is the separate directory for each server - this can be handled by the proposed changes for major version changes, so that the merge is gradual, as proposed by Jan in the dependencies and applications thread.
