As was already discussed here, there are two possible approaches to improve PEAR's quality: 1) Open the gates for competitive packages; 2) Turn PEAR into a library of carefully designed and implemented classes. Approach 2) sounds better (of course!), but it will require far more *brilliant* developers with *lots* of time to dedicate to PEAR than PEAR currently has. And some brilliant developers that PEAR doesn't yet have will *never* join unless approach 1) is taken. Of course, there is Yet Another approach: try to galvanize the corpse. You know, elect QA team, elect the Dictator, this kind of stuff. P.S. I'd like to run for the position of a PEAR Dictator as well. I think I have an unpleasant enough personality to qualify.
