I would not say broad support (which an analog value) but rather a yes or no answer (which is a digital value). Nobody wants to spend time in an effort that in the end will not be accepted and that could be sorted from the beginning. I think that can be stalled forever in the bureacracy. You need to be patient, but personally I am not expecting nor relying on a decision soon.
