The basic perm system you suggest already exists in PHPLib and works very
well for basic permission checking. Its advantage is that it is quite
flexible and can be used in many cases. But it requires a good planning
beforehand.

yes, phplib
s perm class is the thing im talking about - this would be the
simple perm class. we should decide if we should just pearify that class
(can be impossible - different data storing class) or write a new one.
