Like Alan, I think this package does too much or not enough, depends on your needs. Some people here at least have seen this project as useful and that's enough for me to have this package in PEAR. Now, you are free not to use it. Anyway, as far as I understood, it should be possible to have different backends to best fit your special needs. It is also possible and recommended to link two tables, one with the standard user information (uid, login, password...) and one with user specific information (address, name, ...). This is the way it used to be in PHPLib AFAIR. Having one User management package in PEAR is going to make a lot of things easier for developers and for people who want to install applications on their servers because Auth, Perm and User could then be shared between different applications, without modification.
