I would favour:
1. a .ini file (php style like php.ini) which can be parsed using the php
parse_ini_file() function.
2. a standard php file with regular variable ($...).
They are much faster to parse than xml.
I don't see the use to have xml in the first place.
BTW, I now have some time to work on the Config class. It should be able to
parse and write these configuration files. Maybe it will be possible to
input a .ini file and output a .xml file :) Not sure on how to do it yet but
I'll think about it.
