I believe your SVN account has been approved, but you don't seem to
have any karma yet. I'll try again :)
I've created a new branch for this,
http://svn.php.net/repository/web/php/branches/PROTOTYPE_2010/
and I'll see if I can't create a 'http://prototype.php.net' and host
it somewhere...
