I agree the site style really needs a refresh. I'm ready to vote +1 for any change, regardless of whether I personally like it or not. I would like to see incremental changes made. In general, trying to solve all problems has often resulted in incomplete projects that are never implemented. I'd be fine with initial changes being made only to part of php.net, e.g. the documentation. At any stage, accessibility & functionality should be no less than we currently have.
