Some of the best logos are just letters. It is still very recognizable as
the PHP logo. By removing the oval background (the most dated aspect of
it), the logo now works with a modern design. Given that we don't want to
develop a new logo, I think that what Daniel has done is the most sensible
thing to do.
I think it might be more impact-ful in black on a white background. That
would require a different layout.

As you note, a flashy layout will date more quickly. That said, Daniel's
comps are a tad too button-down for my taste. He also said that they are
rough. I agree that we should introduce some more dramatic elements. We
could perhaps accomplish this with some bolder colors or a few subtle
effects.
Daniel, what do you think? I hope you haven't decided to use these three
weeks off as an excuse to actually relax or something :)
