I have many times in the past asked to upgrade the bundled version
between RC, it was rejected. The reason is simple, RC means that
the features are done and only bug fixes will get in (in our
current case, 1.3.x not 1.4.0).
About the other issues, design problems or stuffs as you called
them, I rather totally disagree here. It's like saying, oh let put
pdo in, we will have to change the API and some other important
things post RC, who cares? This is simply badly thought.
Besides the fact that 1.4 is not ready, for now the only viable
(and sure) solution is 4). If we magically get more feedbacks (not
only bug reports but also about the new format and its
limitiation/problems as well), and we are still in a RC stage, then
we may see if we can get in 5.1. For now it's pure speculations and
dreams, I hate dreams in php, they never worked out.

ps: I CC Andi as he is the RM for 5.1 and he certainly has a
thought about that
