I guess this means that we are now looking for new maintainers for PEAR::PHPUnit and PEAR::PHPUnit2 (not to be confused with the new SB::PHPUnit). These packages are used by several other packages for unit tests (Auth, Console_Getargs, some others) and since we can't have dependencies outside of PEAR we cannot use the new SB::PHPUnit packages.
