I still don't get where you are trying to go. What prevents you to
propose something? Or what is blocking any kind of changes in PEAR?
Yes we have rules like not allowing external dependencies if they are
not optional. Such rules should not change, for all the reasons listed
in the past discussions. Some other should change, new principles
introduced, etc. short version: keep moving...
