We do mandate either end user documentation or an example already, no need to mandate a wiki.

I prefer using a wiki that relies on PEAR code, for the simple fact that it gives us a test bed for our own code and it makes it easy for us to maintaince the actual source. There was some work on this in the past. Again see the webmasters list.
4. Active User chat within the Wiki is promoted to deal with things such as doc typos - translations etc. - similar to - http://forum.joomla.org/index.php?board=12.0
This should be up to each maintainer. Each choose their prefered way according to their time, audience and development style. There is always pear-dev and the contact form on the pear.php.net user homepages as the lowest common denominator.
5. Mailists I propose merging the General - Developers - QA - Webmaster mailists into one - call it PEAR Support
This makes no sense. There is simply too much traffic that would turn off plenty of people if it gets send out too all people.
6. Ability for users to submit external resources to a package - I suppose this could be done in the wiki then?
There already is such a feature in the form of trackbacks. There was some work going on to add user comments to pear.php.net. Again see the webmasters archives. regards, Lukas
