Just wondering: Is this rule written down somewhere? No, but I think it was more or less accepted rule at this point, leaving the option open for examination on a case by case basis.
As a side note, as far as I rembember, there was a request that QA should write down this doc. Or it was proposed that pear QA should do it. It made sense back to the early days of QA, a bit less now. Any volunteer to finally write this doc and put in the manual and in the set of RFC (I would prefer to have them all in the manual, RFC are temporary docs, they must be moved to the manual)? --Pierre
