Just download the ZIP-archive for Windows, the base package is
included there. Fuck Lynx? Certainly you don´t care about website
accessibility (and in addition have very weird sexual preferences),
otherwise you wouldn´t want to fuck Lynx.

No-one will object if you generously offer a server to mirror the
website and pay for the traffic. This is free software. Be thankful
it exists and that you may use it. If you want greater download speed,
mirror the site and pay for the traffic.
I´d like to note I´ve never had speed problems with the PEAR site.

AFAIK, Mandrake is broke. So much for big unpaid downloads.
IMHO, the problem is not that you´re using Windows, the problem is
you´re to dumb to use it properly (both Windows and PEAR). If you want
absolute comfort, if you just want to point-and-click and then PEAR is
there for you, pay for it or shut up. In the meantime, you better read
some books on basic computer usage. Installing PEAR packages is really
a matter of copying some files.
