That makes no sense. There is no need for a all-in-one package.
No one needs this, no one needs all packages.
I'd download it! Much easier than using an installer (*) and making decisions. And I've got much more disk space and bandwidth than I have time.
Is hosting it really a problem? Why not put the zip file on sourceforge?

*: I use linux and PHP 4.3 came with Pear:DB so I've not needed the installer yet, so I'm just guessing by the amount of installer-related questions on this list.
