Alright, to clear up a couple of issues:
1. Downloading PEAR from CVS doesn't make a working installation - the
CVS tree uses a different folder layout. At least, this is my
experience.
2. Sounds like you're suffering the bug I had when installing PEAR in a
different drive than your Windows install. Have a look on C:\ - it's
very likely that PEAR half-installed to the wrong drive. Just copy
C:\php4\pear into E:\php4\pear (if those are you installation
folders). Go-pear also (perhaps because of this bug) tries to create
the pear package manager as c:\php4\pear which causes a conflict
(because a folder with the same name already exists). The package
manager is probably called .tmppear or something similar. Rename it
to pear.in and you should then be able to run it with PHP to install
more packages.
3. Running the CVS version of anything is always "cutting-edge" and
sometimes this means you'll bleed for it. You'd be better off with
just the plain PHP 4.3.0 install for windows and the go-pear script.
If that doesn't work, download http://lazycat.org/software/pear-plus.zip
and unzip it into your PHP directory. That's my current installation of PEAR from this morning (everything's up to date). You have to change pear.bat so that it points to the right folders and drives, but it's just 3 lines. You also have to add the PEAR folder to your PHP.ini file (probably in c:\windows\php.ini). Search the ini file for "include_path" and make sure the list has e:\bin\php\pear (or wherever) in it. Also make sure the line isn't commented out (remove the ; from the front if there is one). I've tested this on both my machines and it works fine, but your mileage may vary. From there you can do:
pear list (to see what's installed)
pear list-upgrades (to see if there's anything new)
pear upgrade-all (to .. well, upgrade anything that needs upgrading)
and
pear uninstall (packagename) (to get rid of anything you don't want)
