I think the solution maybe to create two lists: php-beginner and php-advanced. For the php advanced list to work it means some form of moderation,And for the newbie list to work there need to be the advanced (or intermediate) developers available to answer questions. Otherwise the blind leading the blind approach just wouldn't be very useful. If there are resources available to pay for someone to sit and respond to newbie questions than that would be ideal. Considering how unlikely that is to occur other options should be considered. As someone has said the list is just too big. How about having general list 1, 2, and 3, each with the same focus and topic? You get randomly assigned to one or the other when you subscribe. For this to work the unsubscribe must work to remove you from all lists. You may want to allow the option to join all.
