What you really mean is that "the manual won't do a newbie's job for them".
How do you think anyone on the list learned enough to be able to answer
questions in the first place? If someone is new to PHP, they should accept
the fact that they'll need to read the language background material or buy a
book before being able to work in the language.
There's also a huge number of posts that are of the form "How do I do $Task"
where $Task is the *name* of the section in the manual and they've never
even looked at so much as the index for that section. A very high number of
the newbie posts can be answered by copying the question from the email and
pasting it into your favorite search engine.
The manual won't teach you how to program but it certainly will teach you
PHP. The problem is that a certain number of people don't actually want to
learn anything if it will require more than 30 seconds ("<whine>Eeew - it'd
be, like, work and I'd have *ready*</whine>"); they just want someone else
to do their work for them. There's quite a difference between a post from
someone who is confused or has found something weird and someone who is too
lazy to even try learning the basic language syntax.
