I totally agree with this mail. IMO, frameworks should stay out of PEAR even
if they can use PEAR packages. This has already been discussed a long time
ago about PHPLib, Binary Cloud and Horde. IIRC, the later two use PEAR
packages with no problem and have their own infrastructures (cvs, docs,
websites).
