As I noted in the docs, this MVC implementation is not meant to be a port
of the MVC implemented in Java by Struts. To that end, I could eventually
see someone wanting to add a Struts compatible version of the MVC to PEAR
but outside that I agree 100% that you don't want too many of these sorts
of packages.
