Package Proposal: OLE

I want to propose a package for writing OLE containers. Proposed name would be OLE, and proposed category File Formats. The only use this thing would have for now is for Spreadsheet_Excel_Writer to write it's spreadsheets (current implementation was limited to files < 7MB), but eventually it might be used for writing Word documents and other kinds of MS documents. I'm proposing OLE, and not OLE_Writer as the name because I plan to extend it to be able to parse OLE containers in the future (so that it's possible to read Excel spreadsheets, Word documents, etc..). I made a new version of Spreadsheet_Excel_Writer in order to test the package (it just changes Spreadsheet_Excel_Writer_Workbook::_storeOLEFile()), so I put that online too.
