Since it's mentioning 0.9.0 perhaps some of the fixes introduced there
were supplied by PayPal?

This basically just sounds like a marketing ploy and a mis-informed
article writer to me. Likely they meant that PayPal hooked up with a
PEAR::SOAP dev to submit some patches to things. There *were* a lot of
fixes in the 0.9.0 release.
