I thing one or two votes are not enough. One vote will most likely come
from the developer himself and you´ll always be able to find one more.
Three would be appropriate, IMHO.
Having a decent quality assurance even before adding something to PEAR
is a good thing, so PEAR won´t be as polluted with classes that severely
suck as "Insert-Favorite-WWW-Script-Archive-Here".
The trick is not to make it too hard (so we´ll have only very few
contributors) and at the same time not too easy (so PEAR will be
polluted with trash) to add new packages to PEAR.
