The way I see, until there is a truly democratic process that does not favour the hidden interests of those that are in charge of PEAR today, there will be a lot of developers being hurt for being excluded by the current elite. This is not a community like effort. If the PEAR project really wishes that other developers contribute by sharing their know-how in form of useful code, everybody should be given an equal chance to see their contributions approved. If only the elite of a few self elected developers can vote or have a more weight than anybody else, chances are that the vote will carry bias that is not justified in the aspect of providing everybody an equal chance. Failing to provide an equal chance of contributing, will always be counterproductive for the PEAR project as it will certainly lead to more and more people saying bad things about it in every public forum, discouraging others not only to contribute but also to use PEAR.
