I don't recall making the question to you.
The way I see, until there is a truly democratic process that does not favour the hidden interests of those that are in charge of PEAR today, there will be a lot of developers being hurt for being excluded by the current elite.

Basically you are admiting that PEAR is an elitist movement controlled by a small elite of self proclaimed individuals that assume they know always what is the best for the community they claim they serve. This reminds me a lot of Fidel Castro. Just like Fidel regime, only him and the elite of his trust get to decide what is good for the community of their country. He took power by himself and not by a democratic election process. PEAR people control was self proclaimed and do not represent the interests of any community because it was subject of any democratic election process.
PEAR doesn't want to attract as many developers as possible.
That seems to be only your opinion because I see nowhere that being expressed by others.
PEAR wants to be a set of well written classes, with standard interfaces, standard coding style, and a standard of quality. Take the german constitution as an example. Even if 55% of all germans vote for Günter Jauch (TV "star") to be their dictator, it wouldn't be possible without trashing the constitution. Democrazy has to fight against those who want to abolish democrazy even when they use a democratic vote ... PEAR has to fight against things, which do not match PEARs goals, even if there is a majority for it ... For sure: If the majority is too large, PEAR should reconsider it's goals, but at the moment I do not see this happen.
I would not bring politic examples to the discussion, but since you insist, that seems to be the line of thought of the communist comittees the ruled several countries and fortunately it was abolished in many countries. Some communist dinosaurs still resist.
If that is not what you want, think again.
Again: Read the goals of PEAR.
