Based on my experience with a small web site (about 2,3 Mio. PVs per month) where I installed a community hall of fame (not for hunting bugs, but for another thing). I experienced that just installing a HOF wouldn't help encouraging people to work.
Have you ever considered that you were not doing it smoothly. Smoothness is a key factor to make it succeed. I can explain that but I would have to give an example with the PHPClxssys site that you seem to have some alergy. Another related problem is that you may have not given it enough time to blossom. If your attempt is not smooth it will take much more time to see the results. That does not mean it is not working. You may need to be patient. HOF is like a seed that you plant, it doesn't start growing and blossom immediatly.
On the other hand I could imagine that a raffle on all bug packs bug fixers could encourage people to choose bug packs and fix the bugs. Sponsors could be Zend, Maguma, book publishers etc. But I'm not sure if this would have a leverage effect and encourage more people to fix bugs than today.

I haven't said anything about paying (i.e. giving money for hunting bugs).
What else sponsoring could mean? Giving candy to bug fixers? It has to be something of value, not necessarily money, but something that may be worth money.
