Another approach is that the voting would be qualified - I mean normal users would have only 1 vote, registered PEAR developers - 2 votes, some super-developers 3 to 5 votes. And Each class would have to have e.g. at least 3 votes. Besides the developer that made the class cannot vote on it - this would eliminate the situation that the super-developers can "pass" the class by only voting on it. As for the groups - I thnk they should be created basing on the number of classes that are already in PEAR - and e.g.: people that has 3 and less classes and are registered in PEAR - has 2 votes people that has 3-5 classes - has 3 votes etc. Of course the numbers might be changes (I don't know PEAR enough to give good proportions :) ) What do you think ?
