How about "pears" (fruits) instead of votes? Each person that will vote
can choose between 1 and 5 pears. Then the package will be:
a) accepted if it receives more than x pears
b) rejected with less than y pears
c) postponed if between x and y pears
That according to the pears' average. It is possible to give different
"weights" for each developer vote too. And after accepted the users can
give pears to each package via pear.php.net.
