Two parts: Part 1: Is there a way to set the include_path setting in the php.ini file or an equivalent on a per directory basis or with a function call in a script?... maybe using .htaccess or the like? Part 2: 
        Can I disable/enable PHP as an Apache module on a per directory or user basis?  In other words allow some users to use it and others not to.  It would be acceptable if only on a per directory basis.
