Comment:
Prefixing makes sense in general but at this stage of the game we have to
consider the rewards of asking of everybody to update their code. I'm not
sure it is worth it.
One solution could be to have new packages being prefixed with "PEAR_" or
make sure they are not using any (potential) reserved words.
