The intent is not to take every existing packages and simply prefixing
them with PEAR_, and then immediately dumping the old ones. The intent
is to move forward, and as we go, using the prefix for any new major
releases (meaning the package would need to change name anyway due to
other BC break unrelated to the prefix), or new packages.
