I think only doing partial prefixing on top classes will leading to
inconsistencies within PEAR packages... some with prefix and some without.
As the packages will migrate to PHP5, (hence introducing BC-break, and
therefore requiring new names), we should take that opportunity to keep
things consistent. From a user's perspective it is better not having to
guess which packages use the prefix and which don't.
Sure, there will be a period when there will be old PHP4 packages used
alongside new PHP5 ones... just like some people used the .php3 file
extension along .php ones.
