As you can see, a lot of people don't like the current way. Right now,
PEAR is in a stage where we can re-define basic rules to attract more
users to PEAR. Some months later, this possibility will not be there
anymore.

Functionality without a definitive plan, what PEAR will be and how
it works, isn't a good thing basically.
